Arthur Welley was an artist who painted an enormous battlefield filled with strange soldiers wearing uniforms, such as that of the Welley's Soldier Uniform. He claimed it was a vision of war hundreds of years in the future.
It was his son, the renowned tailor Jimmy Welley, who had the idea of producing the uniforms for costume parties.
It is probable that Arthur Welley is be a reference to Arthur Wellesley, 1st Duke of Wellington. Wellesley was a hero of the Napoleonic Wars, known for the final defeat of Napoleon in the Battle of Waterloo.
